A right to move consultation has been looming for some time and here it is. The policy aims to give social housing tenants the opportunity to move to a new area through the right to demand their housing is sold and an alternative is bought in an area of their choice. The demand to be re-housed has to be related to taking up a job or living closer to employment or training. However, it is estimated that only 46% of social housing renters of working age were in employment in 2012-13. This is compared to 87% of owner occupiers and 74% of private renters. How this policy will impact upon RSL’s is an unknown at the moment. The consultation proposes new statutory guidance requiring councils to set aside at least 1% of their stock for tenants who need to move because of work or training.

- regulate RSL’s in providing existing social tenants alternative accommodation because of a need to move to take up work or training to do so;
- issue guidance to clarify the “hardship” reasonable category relating to existing social tenants moving for work or training or other job related reason; and
- guide local authorities on setting aside a proportion of lets to enable existing social tenants to move across local authority boundaries within England for work related reasons.
