I\u2019m struggling to raise a deposit to buy a house, so someone suggested I look into shared ownership. What are the key points I need to know?<\/strong><\/h4>\n

Shared ownership is popular among house buyers who can\u2019t afford a property on the open market and last year, the government announced a raft of changes that it hopes will make the scheme a more desirable prospect.<\/p>\n

Currently, shared ownership isn\u2019t as beneficial as the government would like, so it is introducing some updates that will apply to all properties built under the affordable housing programme 2021-2026. Unfortunately, they will be retrospective, so all new builds and re-sales on the market today and for the foreseeable future will be subject to the existing rules. However, additional funding should see around 90,000 new shared ownership homes built across England in the next eight years.<\/p>\n

The most important change to the rules is that buyers will be able to purchase just 10% of the property, instead of the current minimum of 25%. You will then be able to increase your share in 1% increments for the first 15 years. At the moment, you have to purchase an additional 10% after the first year of ownership.<\/p>\n

In addition, housing association landlords will have to contribute towards essential repairs and maintenance for the first ten years, whereas 100% of these costs fall to the occupier at present. The landlord\u2019s exclusive right to market the property will also be reduced from eight weeks to four, meaning owners can place the house on the open market faster and hopefully, achieve a better sale price.<\/p>\n

The length of the lease, which was originally 99 years and currently stands at 125 years, is being increased to 990 years. This will help reduce the costs of reselling the property and minimise mortgage issues, resulting in a much cleaner and quicker conveyancing process.<\/p>\n

What are the pros and cons of shared ownership?<\/strong><\/h4>\n

Shared ownership means buyers secure a mortgage to buy a stake in a property, whilst paying rent on the remaining share to a housing association or private seller. This allows you to take a step onto the property ladder with a much smaller deposit, which is one of the biggest barriers to home ownership.<\/p>\n

However, it is worth remembering, the lower your initial stake, the higher your rent will be on the remainder. The current model lease for shared ownership allows rent to rise in line with the retail prices index, which measures inflation plus 0.5%. As we are seeing the highest rate of inflation for a decade, this means your payments could increase significantly and because house prices tend to rise faster than wages, the rent and other costs of living may put the purchase of further shares in the property out of reach.<\/p>\n

Even though the forthcoming changes mean you will be able to purchase shares in your home in 1% increments, you would still only own 25% at the end of the first 15 years. This isn\u2019t a significant increase in equity to have much impact on the rent payable.<\/p>\n

Am I right in thinking the forthcoming changes might save me some money?<\/strong><\/h4>\n

At first, the help being offered towards repairs and maintenance costs might appear like a change for the better, but it is capped at \u00a3500 per year, regardless of the share of your property the landlord owns. In addition, this provision is only in place for the first ten years. After that, you will be 100% liable for ongoing costs, which does little to redress the balance of fairness.<\/p>\n

Reducing the housing association\u2019s time to exclusively offer the house for sale (the nomination period), does not change the fact it is still shared ownership and this is less attractive to some buyers. One way around it and the potentially high rent payable, is for shared owners to undertake a simultaneous sale and enable a new buyer to purchase 100% of the property. Unfortunately, this can be a costly and complex process.<\/p>\n

As I mentioned earlier, the reforms only apply to affordable new homes built from 2021 – 2026. If you are thinking about shared ownership as a useful step onto the property ladder, it is essential to obtain and review the terms of the lease before you commit. The changes outlined here will not apply to homes delivered under previous programmes, so you must ensure you take appropriate legal advice before proceeding with a purchase.<\/p>\n
